India has put Starlink's launch on hold due to security concerns, delaying the satellite internet service’s entry into one of the world’s largest markets. Starlink, operated by SpaceX and led by Elon Musk, had been preparing to begin operations after securing a key license last year. However, final government clearances remain pending as officials examine the implications of foreign-controlled communications infrastructure during periods of geopolitical tension.
The Ministry of Home Affairs has withheld final approvals for Starlink, citing security risks. According to a Bloomberg report, Indian authorities are concerned after reports that Starlink terminals were used in Iran during conflict, despite the service not being licensed there. This incident has raised questions in New Delhi about how much control India would have over a US-based communications provider in times of crisis.
Starlink operates through a network of low-earth orbit satellites, offering high-speed internet without the need for traditional cell towers. This global coverage, while beneficial for connectivity, also complicates regulatory oversight. Indian officials have asked Starlink to clarify how it would comply with local security requirements if faced with conflicting demands from foreign governments.
Starlink obtained a Global Mobile Personal Communication by Satellite license in India in 2023, allowing it to negotiate agreements and prepare for launch. Despite this, the service cannot begin operations until it receives security clearances. Starlink has submitted affidavits stating it meets local data-storage requirements and has established about 10 gateways in India, including a central hub in Mumbai.
The delay is not limited to Starlink. The Department of Telecommunications has finalized a satellite-spectrum pricing proposal needed for commercial rollout by any satellite internet provider. However, this proposal has not yet reached the Union Cabinet for approval. Indian companies like Reliance Jio Infocomm and Bharti Airtel, which partner with European satellite firms, are also facing increased scrutiny, though they are viewed as less problematic than Starlink.
Officials are taking a more cautious approach to satellite-based networks following the Iran conflict. The broader concern centers on reliance on overseas-controlled infrastructure at a time of rising geopolitical uncertainty.
Starlink’s India rollout had appeared imminent. In December, Elon Musk expressed enthusiasm for serving India, and senior government officials had discussed expanding satellite connectivity in rural areas. The approval process had reached its final stages before stalling over security issues.
This setback comes as SpaceX prepares for a major public offering, with a planned June 12 Nasdaq listing targeting a valuation of about $1.75 trillion. Starlink is a key part of SpaceX’s revenue strategy. The delay in India, one of the world’s largest underserved broadband markets, highlights the challenges of international expansion. Starlink is already unavailable in China and now faces indefinite delays in India.
