Google executive Ren Mayrhofer has resigned over ethical concerns regarding a new US Department of Defense AI agreement, citing military and surveillance risks.

A senior Google executive has resigned after the company signed an agreement allowing the US Department of Defense to use Google’s AI models for classified work. This move has sparked internal criticism and renewed debate over the ethical boundaries of artificial intelligence in military applications.
Ren Mayrhofer, Director of Android Platform Security at Google, announced his resignation in a farewell note to colleagues. He joined Google in 2017 and said the company had changed significantly over nearly nine years. Mayrhofer stated that resigning had become "unavoidable" due to the company’s new direction.
The main issue behind his resignation is whether advanced AI should be used in military and defense systems. In April, Google revealed an agreement with the Pentagon that allows the US Department of Defense to use its AI technology for classified work. This work may include military planning and intelligence tasks. Mayrhofer, who identifies as a pacifist, said he could not support this direction and would not contribute to offensive military operations.
Mayrhofer also criticized Google for moving away from earlier environmental and ethical commitments. He claimed that Google had abandoned its goal to become carbon-neutral because of the energy demands of AI models. He further accused management of making major decisions without broad internal discussion.
Mayrhofer's resignation is not the first sign of internal resistance at Google. Earlier this year, hundreds of employees reportedly signed letters objecting to the Pentagon partnership. Andreas Kirsch, a researcher at Google DeepMind, also publicly criticized the move. Mayrhofer argued that major decisions were no longer openly discussed within the company, even among management.
He expressed concern that the agreement’s language, which allows AI use for "any lawful purpose," could eventually enable mass surveillance. As a European academic, Mayrhofer said he worried that Google’s AI products could be used against EU citizens, including himself.
Mayrhofer will remain at Google through his notice period until August but will immediately distance himself from work connected to AI systems that might fall under the defense agreement. He stated that he would not participate in projects related to the Pentagon deal.
Mayrhofer reflected on his time at Google, noting that the company once prioritized transparency, open discussion, and ethical principles. He recalled that in 2018, Google published AI principles that specifically rejected work on weapons, surveillance violating international norms, and technologies that contravene international law and human rights.
He said that Google’s culture has shifted, with top-level management now making decisions without broader input. Mayrhofer described his decision to resign as difficult but necessary, given his ethical stance against contributing to offensive military operations and mass surveillance.
Despite his departure, Mayrhofer said he remains proud of his work on Android security and privacy. He plans to continue working on privacy-preserving technologies and security protocols outside Google.
